Shipping & Sale Restrictions by State

War Quail ships to all 50 states and the District of Columbia, but federal and state law restrict what we can ship or sell to certain locations. This page summarizes those restrictions by product category. It is provided as a general guide, not legal advice, and does not replace the federal Form 4473 or NFA transfer process that applies to every regulated firearm sale regardless of state.
If your state is not listed under a category below, we are not currently aware of an additional restriction there beyond the federal baseline in the next section. Laws change — if you are unsure whether we can ship a specific item to you, contact us before ordering and we will confirm.
Federal Baseline (Applies in All 50 States)
- Firearms (handguns, rifles, shotguns) never ship directly to a residential address. Every firearm ships to a licensed FFL dealer near you for an in-person transfer and background check (ATF Form 4473), including firearms sent back to you after Cerakote or gunsmithing work.
- NFA items (suppressors, short-barreled rifles/shotguns, and machine guns) require an approved ATF transfer (Form 4 or equivalent) to you or your trust/entity before the item can leave our possession, in addition to any state-level prohibition listed below.
Magazines Over 10 Rounds
We do not ship magazines with a capacity over 10 rounds to:
- California
- Colorado (limit 15)
- Connecticut
- Delaware (limit 17)
- District of Columbia
- Hawaii
- Illinois
- Maryland
- Massachusetts
- New Jersey
- New York
- Rhode Island
- Vermont (limit 10 rifle / 15 handgun)
- Washington
Ammunition
Age requirement: federal law requires you to be at least 18 years old to purchase rifle or shotgun ammunition, and at least 21 years old to purchase handgun ammunition. We may require age verification before shipping any ammunition order.
We do not ship ammunition directly to a residential address in the states below. In these states, ammunition must be shipped to a licensed dealer, or the purchaser must hold and provide a valid permit/ID recognized by that state at checkout:
- California
- Connecticut
- District of Columbia
- Illinois
- Massachusetts
- New Jersey
- New York
NFA Items — State Prohibits Civilian Possession
Independent of the federal NFA transfer process, the states below currently prohibit civilian ownership of suppressors and/or other NFA items. We cannot transfer these items to residents of:
- California
- Delaware
- District of Columbia
- Hawaii
- Illinois
- Massachusetts
- New Jersey
- New York (limited exceptions apply)
- Rhode Island
Other State-Specific Requirements
A handful of states require the buyer to hold a state-issued purchaser permit before we can transfer a firearm to your local FFL, or restrict which handgun models can be sold there at all. This includes California (handgun roster), Illinois (FOID card), Massachusetts (LTC/FID card), New Jersey (Permit to Purchase), and New York (pistol permit for handguns). Your receiving FFL will confirm what is required in your state as part of the transfer.
Ships Everywhere, No Restriction
Kydex holsters and sheaths, apparel, Cerakote and gunsmithing services on firearms you already own (return ships FFL-to-FFL per the federal baseline above), cleaning and maintenance gear, targets, tools, and standard (non-automatic) knives ship to all 50 states without additional restriction.
